WIPO China: WIPO Green Contributes to Green and Sustainable Development in China
4月27日，由世界知识产权组织中国办事处（WOC）与北京市知识产权局主办，中关村创蓝清洁空气产业联盟承办的“绿色科技中小企业知识产权加速营”以线上线下结合的方式在京举办。世界知识产权组织中国办事处主任刘华、北京市知识产权局副局长潘新胜和国家知识产权局国际合作司副司长刘剑出席活动并致开幕辞。
On April 27, the “IP Acceleration Camp for Green Small and Medium-sized Enterprises (SMEs)” was jointly organized by the WIPO Office in China (WOC) and the Beijing Municipal Intellectual Property Office (BMIPO) in Beijing in a hybrid form, with the assistance from the Bluetech Clean Air Alliance. Ms. Liu Hua, Director of the WOC, Mr. Pan Xinsheng, Deputy Director General of the BMIPO and Mr. Liu Jian，Deputy Director General of the International Cooperation Department of the China National Intellectual Property Administration (CNIPA) attended the event and delivered opening speeches.
在致辞中，刘华主任提到WIPO是一座知识财富的金矿，通往这座金矿有五套金钥匙：政策协调平台体系、注册体系、数据库体系、合作平台体系和WIPO学院体系。有效利用WIPO这五套钥匙，能够为绿色科技中小企业的发展提供助力，创造经济价值。
In her speech, Ms. Liu Hua briefed the WIPO and referred the WIPO as a golden knowledge asset, which you may wish to use it via five sets of golden keys, i.e. the policy forum, registration systems, databases, cooperation platforms and WIPO Academy. The effective use of the five sets of keys of WIPO can empower the development of and generate economic value for the green technology small and medium-sized enterprises.
谈及WIPO如何帮助中小型企业进行绿色创新，刘华主任重点介绍了WIPO GREEN平台 – 可持续技术交易市场。WIPO GREEN由产权组织于2013年建立，通过利用其数据库和网络将关键行动方与环境友好型创新联接起来，从而支持全球应对气候变化的努力。它旨在激励该领域中的创新并扩大其传播范围，为发展中国家应对气候变化、粮食安全和环境等全球挑战的努力做出贡献。
Talking about how WIPO helps small and medium-sized enterprises with green innovation, Ms. Liu Hua focused on introducing the WIPO GREEN – the Marketplace for Sustainable Technology. Established by WIPO in 2013, WIPO GREEN supports global efforts against climate change by connecting key actors in environmentally friendly innovation through its database and network. Its aim is to incentivize innovation in this field and spread it more broadly, and to contribute to the efforts of developing countries in addressing the global challenges of climate change, food security and the environment.
WIPO GREEN是一个在线的可持续的技术交易市场,其核心是一个收有绿色技术、发明和专利的数据库，这些技术来自多种多样的机构，其中包括中小企业、跨国公司、创新者和世界各地的高等院校。数据库可通过在线注册免费查询。
The WIPO GREEN is an online sustainable technology trading market. The core of WIPO GREEN is a database of green technologies, inventions and patents, which come from a variety of institutions, including SMEs, multinational companies, innovators and universities around the world. It can be queried for free through online registration.
目前，WIPO GREEN已列出了3800多项技术、需求和专家，并拥有100多个合作伙伴，包含小型初创企业到财富500强公司。它在全球拥有1500多个用户，到目前为止，已经建立了700多个联接关系,这些都将成为可能开展的协作伙伴。WIPO GREEN数据库中共有145项来自中国的技术，在所有上传技术的国家中排名第四位。在中国，WIPO GREEN合作伙伴目前有八家：香港贸易发展局（亚洲知识产权交易平台）、中关村创蓝清洁空气产业联盟（这次活动的承办方）、中国技术交易所、海尔公司、国际知识产权商业化理事会（香港）、IP Nexus（香港）、天津泰达能源集团、绿色技术银行。
WIPO GREEN currently has more than 3,800 listed technologies, needs and experts, with over 100 partners ranging from small startups to Fortune 500 companies. There are more than 1,500 users worldwide and so far more than 700 connections – leading to potential collaborations – have been made. There is a total of 145 technologies from China included in the WIPO GREEN database, ranking fourth among all countries uploading technologies. In China, there are currently eight WIPO GREEN partners including Hong Kong Trade Development Council (Asian IP Exchange), Bluetech Clean Air Allian, China Technology Exchange, Haier, International IP Commercialization Council (Hong Kong), IP Nexus (Hong Kong), Tianjin TEDA Energy Group Co., Ltd., and the Green Technology Bank.
WIPO中国办事处作为WIPO在华的延伸，将进一步加强与北京市政府及相关部门合作，推动和加快绿色技术的创新及转让，扩大对环境友好型技术的吸收和使用，为中小企业提供更加紧密、及时、优质的服务，更加有效地为中国中小企业的知识产权保护和企业发展做出贡献。
As an extension of WIPO in China, the WOC will further strengthen its cooperation with Beijing municipal government and relevant authorities, promote and accelerate the innovation and transfer of green technologies, expand the uptake and use of environment-friendly technologies, and provide closer, timely and quality services for SMEs, and contribute more effectively to the protection of IP and enterprise development of SMEs in China.

北京市知识产权局潘新胜副局长阐释了知识产权保护在助力中小微企业发挥 其推动创新创造、实现绿色经济复苏和创造就业等方面的核心作用，强调北京市一直以来高度重视知识产权工作，各类知识产权主要指标也一直保持全国领先地位。截至2020年12月底，全市有效发明专利33.6万件，每万人发明专利拥有量155.8件，稳居全国第一。商标申请56.5万件，商标注册36.3万件。著作权登记100.5万件，软件著作权登记20.4万件。植物新品种申请564件，授权88件。地理标志产品13件。2020年，获得中国专利金奖7项，知识产权质量、结构、布局都有了新提升。
Mr. Pan Xinsheng, Deputy Director General of the BMIPO, explained the central role of IP protection in helping SMEs and micro enterprises play their role in driving innovation and creativity, achieving green economic recovery and creating jobs, stressed that Beijing has always attached great importance to IP work, and various major indicators of intellectual property rights have been maintaining a leading position in the country. By the end of December 2020, Beijing had 336,000 valid invention patents and 155.8 invention patents per 10,000 people, ranking first in China. There were 565,000 trademark applications with 363,000 trademark registrations, 1,005,000 copyright registrations and 204,000 software copyright registrations, 564 applications for new plant varieties with 88 authorized, and 13 geographical indication products. It has also been awarded 7 China Patent Gold Medals in 2020. All these figures reflected the new improvements in the quality, structure and layout of IPR of Beijing.

国家知识产权局国际合作司刘剑副司长指出保护自然关乎人类未来，建设美丽家园是全世界人民的共同梦想。WIPO作为联合国主要专门机构，在这一领域开展了大量工作，例如2013年设立了WIPO 可持续技术交易所（即WIPO GREEN）项目，中方对WIPO所做的努力表示支持和赞赏。他表示，中国政府始终高度重视知识产权工作，持续强化知识产权保护，着力打造公平透明、可预期的营商环境，并积极参与世界知识产权组织框架下的多边事务，为全球知识产权生态体系建设作出中国贡献。
Mr. Liu Jian, Deputy Director General of International Cooperation Department of CNIPA noted that the protection of nature is a matter of the future of mankind and that building a beautiful home is the common dream of people all over the world, and that WIPO, as a major specialized agency of the United Nations, has done a lot of work in this area, such as the establishment of the WIPO Sustainable Technology Exchange (WIPO GREEN) in 2013, and China supports and appreciates the efforts made by WIPO. He said that the Chinese Government had always attached great importance to IP work, continued to strengthen IP protection, strived to create a fair, transparent and predictable business environment, and actively participated in multilateral affairs under the framework of WIPO, making China’s contribution to the building of a global IP ecosystem.
本次活动还邀请了中关村创蓝清洁空气产业联盟主任解洪兴、世界知识产权组织（WIPO）全球挑战司司长Marion “Amy” Dietterich和北京瀛和律师事务所知识产权部赵礼杰主任等国内外相关行业专家就绿色科技企业的知识产权战略、WIPO如何帮助绿色科技中小企业发展、中小型科技公司的知识产权管理，以及中小企业融资、创新与知识产权等议题进行了专题演讲和讨论。
The event also invited Mr. Xie Hongxing, Director of the Zhongguancun Bluetech Clean Air Alliance, Ms. Marion “Amy” Dietterich, Director of the Global Challenges Division of the WIPO, and Mr. Zhao Lijie, Director of the IP Department of Beijing Yinghe Law Firm, and other relevant industry experts from home and abroad to deliver speeches and discuss topics such as IP strategies for green technology enterprises, how WIPO can help green technology SMEs to develop, IP management for SMEs, and financing, innovation and IP for SMEs.

“绿色科技中小企业知识产权加速营”为庆祝世界知识产权日系列活动之一，是“为绿色未来而创新”系列培训活动第三期，也是世界知识产权组织WIPO GREEN全球合作网络在中国开展的活动。来自绿色科技企业、科研机构、知名律所、投资机构和涉外知识产权服务机构等单位约300余名代表参加了活动。
“IP Acceleration Camp for Green SMEs” is one of featured events of World Intellectual Property Day, it is also the Third Event of “Innovation for a Green Future” Special IP Training Events in China, and part of WIPO GREEN local activities in China. Over 300 representatives from green technology enterprises, research institutions, renowned law firms, investment institutions and foreign-related IP service providers attended the event.
